Whats the difference?

Photo was taken at KLIA roughly about two weeks ago when I arrived at the airport from Johor Bahru. Uh, but I’m a bit lost here. Can someone tell me what is the difference between “Way Out” and “Exit”? I think someone has a poor grasp of English here.
Most Ironically, they are both different translations of the same word in BM.

Even though there is Way-out an Exit must exist for emergencies.
Way-out would be the more formal way of decribing Pickup area exits at airports where waiting is allowed.
